Andri Rebane

Andri Rebane is Director of the Information Security Department at the Estonian IT Centre (RIT), where he has led the organisation’s cybersecurity function since March 2022.

Previously, he served as Director of the Cyber Policy Department at the Estonian Ministry of Defence, where he coordinated cybersecurity policy across the defence sector and related international cyber cooperation. In this capacity, he represented Estonia in several international cybersecurity and defence forums, including the Steering Committee of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), the Board of the European Cyber Security Organisation (ECSO), and the NATO Communications and Information Agency (NCIA) governance structure.

Throughout his career, Andri has been closely involved in the development of national and international cyber capabilities. He has led and contributed to major initiatives including the NATO Cyber Range, Open Cyber Range and the PESCO Cyber Ranges Federation project. He currently serves as a member of the Supervisory Board of Foundation CR14.

His work focuses on cybersecurity, cyber resilience, international cyber cooperation and the development of large-scale security capabilities. In 2026, he co-authored National Cyber Resilience in the Age of AI, a policy paper examining how digital states can strengthen resilience against increasingly automated and AI-enabled cyber threats.

Andri holds a Master’s degree in Informatics from Tallinn University of Technology (TalTech).
